Per Ben Badler of Baseball America:

The Brewers are adding 17-year-old CF Hedbert Perez to their 60-man player pool.

Perez ranked as our No. 8 overall international signing of 2019. One of my favorite players in the class.

the cpp is at 57, with two players still in limbo on the special covid-19 list.

lorenzo cain is placed on the restricted list, and is removed from the cpp.

it was our original understanding once a player opted out for the season and was thus removed from the 60-man club player pool, he could not be added back. there was a side agreement that allowed players to opt back in by 1 august, which nick markakis took advantage of.

the cpp is at 56, with two players still in limbo on the special covid-19 list.

If the season lasts long enough to matter, it will be interesting to see if they go the majors route (Wilkerson, Hummel, etc.), prospect route (Ashby, draft pick) or somewhere in between (Francis, Henry) to fill the Cain/Miller spots.
The last two additions were the first surprises. It says a lot about how the organization views Perez, and Topa becomes a dark horse 40-man add candidate this winter if he isn’t needed earlier.

with reports that rosters will be allowed to remain at 28 starting thursday, and that clubs may carry up to five players on their taxi squad while on the road, consider this:

the brewers' cpp is at 55.

28 guys on the active roster, leaves 27 guys in the cpp.

a couple of the guys in the cpp are inactive because of baseball-related injuries (let's assume ray black and ryan braun for now). that leaves 25 guys able to play at the ats.

5 are taken away from grand chute for road trips, leaving 20 guys at the ats.

i'm too lazy to draw up a depth chart, but can you see how it could get challenging to run intrasquad scrimmages in grand chute--especially if a number of position players or stretched out pitchers are taken away for the taxi squad?

it should be noted that both angel perdomo and luis urias have been working out in grand chute, although they are technically not counting against the cpp limit of 60 players, nor were they included in the assessment listed above.

and we should also note that the brewers could add more players to the cpp.

luis urias has been reinstated from the special covid-19 injured list and now counts against the 60-man limit of the cpp.

logan morrison designated for assignment, which removes him from the cpp, unless he accepts an outright assignment to alternate training camp in grand chute.

assuming that alec bettinger has cleared intake, the cpp is at 56.

angel perdomo is activated from the special covid-19 injured list and recalled, adding him back to the club player pool.

ray black has been transferred to the 45-day injured list, removing him from the cpp.

assuming that alec bettinger has cleared intake, the cpp is at 56.

the trading deadline is 31 august. we are aware that only players in the club player pool can be traded, and that they must be added to the acquiring club's cpp.

by having three vacancies in their cpp, the brewers can readily acquire more players than they surrender in a single trade. also, by having three open spots, they can essentially dangle any player on minor league assignment in the organization not in the cpp. if a trade is agreed upon, the brewers can add that player to the cpp in order to make him trade-eligible.

Reminder that the trade deadline is just over a couple of weeks away and players must be on the 60-man roster in order to be traded. Teams can trade PTBNL, but those deals wouldn’t be finalized until the offseason. Will be interesting to see if any of the late additions to the 60-man end up involved in trade discussions.

the club also needed to replace players at the alternate training site in grand chute. when luis urias was activated, for example, it's not like a player went back down to the cpp to take his place (as logan morrison was dfa'd and released). furthermore, the brewers have a road trip further away from grand chute coming up, where up to five players could be pulled away for taxi squad 2.0. how can they manage development properly with that many players away from the ats?

i am still interpreting that provided a club has or makes room in its cpp (again, the brewers have three open spots right now), they can dangle any player(s) in the organization on minor league assignment prior to the 2020 rule 4 draft, and then add them immediately before trading them.

that's why i believe the brewers didn't add any of the five signed players from june's rule 4 draft--mainly because picks cannot be traded in the year they are drafted. but could we see garrett mitchell added to the cpp after the 31 august trading deadline? that's an absolute possibility.

According to the Brewers.com roster page, he is there now.

With Ashby added, there’s no clear top prospect missing other than this year’s draft picks. I guess Lazar and Francis would be in the mix on the pitching side with Medina and a host of outfielders who would have been in Wisconsin or Carolina this season (Rodriguez, Abreu, Gray, Bello, etc.) as the offensive possibilities.
