this new trading deadline has ramifications for brewers minor leaguers who held 40-man roster spots this year. this is my understanding of the rules regarding the trading of outrighted players . . .

as outlined here, a player who was on the 40-man roster (a major league contract) who has since* been outrighted off the 40-man (and is now on a minor league contract) cannot be traded from yesterday's 31 july deadline through the conclusion of the 2019 world series.

*it's unclear what since means, but the brewers did not outright any players in the offseason after the conclusion of the 2018 world series, nor did the brewers outright any players during 2019 spring training. i assume that this rule applies to any player outrighted by his current organization after the conclusion of the 2018 world series, and not opening day.

these outrighted players are currently in the brewers' organization, and with this new rule, cannot be traded until after the world series concludes. they're all eligible to become minor league free agents, so it's pretty much a guarantee that they will finish the season as property of the brewers . . . unless granted their release.

alex wilson
cory spangenberg
hernan perez
deolis guerra

jacob barnes and donnie hart could be added to this list if they clear waivers and are outrighted by the club.

the brewers are still able to select the contract of any of these outrighted players and add them to the active roster (and in the case of spangenberg, select his contract and option him immediately) before the season ends. all are eligible for postseason play with the brewers if they are in the organization still on 31 august.

Does a player need to be on the 40 man roster on August 31st in order to be eligible for the postseason roster?

no, per rules cited here.

without requiring a petition to the mlb commissioner, all players on the 40-man roster and 60-day injured list as of 11:59 pm (est) on 31 august are eligible for postseason play. restricted list players (provided that they haven't been suspended or served a suspension for performance-enhancing drugs during that season) are also eligible for postseason play.

however, the brewers could petition the commissioner to replace an injured list player with any other player in the organization as of 31 august, provided that said injured player has already served the minimum amount of time required for activation.

example 1: corey knebel is out for the season. he's already met 60 days on the injured list. the brewers could petition the commissioner to add danny coulombe to their postseason roster (but would need have a 40-man spot open for him).

example 2: jimmy nelson is activated from the injured list during september roster expansion. he suffers a season-ending injury in the first week and is placed on the 10-day injured list. once nelson spends 10 days on the injured list in september, the brewers could petition the commissioner to add alex wilson to their postseason roster and could create a spot for him on the 40-man by transferring nelson from the 10-day to the 60-day injured list.

it should also be noted that any brewer currently in the minor leagues on optional assignment (still on the 40-man roster) cannot be traded until after the world series.

So, in order to guarantee a player's eligibility for the postseason roster, he needs to be on the 40-man roster on August 31st. However, players within the organization but NOT on the 40 man roster on August 31st ARE eligible to be granted a waiver by the commissioner to be added to the playoff roster provided there is an injury to a player ON the 40 man roster and there is space available on the 40 man roster for said player.

Players NOT in the organization on August 31st are ineligible for the postseason roster. Period.

40-man roster or the 60-day injured list would not require petitioning the commissioner.
